If you Sold NQSO and received a 1099-B, you need to report them on your tax return.

 

If there is federal withholding on your W2 related to the exercise of these options and you have entered your W2, TurboTax has already accounted for that tax.

 

If there is federal withholding in Box 4 of your 1099-B, yes that will be entered in TurboTax, along with the 1099-B.

 

Do not adjust the Proceeds, they need to be reported exactly as reported on your 1099B.

 

If you have costs (other than Federal Withholding) related to the sale, that were not on your W2, you can adjust the cost basis as you go through the on-screen questions.  You will be asked if the cost basis is correct or if you need to correct it.  You do not need to make an adjustment for the Federal withholding reported on the 1099B as you will enter that specifically when asked.
