To Add: If you want to file your Federal now with your State & you do not want pay for taxes owed yet (if you owe). When you go to file on the screen that asks how you want to pay your taxes, select by check. Then you can transmit your return without paying.
When you are ready to pay you can mail a check with the Federal 1040-V form) or pay online on the IRS website.
