You cannot e-file a State return without filing a Federal return with it, or you can e-file a State return after the Federal only if the Federal return has been accepted.
If you have not completed a Federal return, you cannot file just a State return on TurboTax. The program does not have a standalone State return because Federal information need to flow into the State return.
