The IRS sent me a form CP49 saying I overpaid an installment plan by $288.77 after keeping my entire 2019 refund I sent a credit card payment for extra to make sure to cover any penalties and interest. The form said I would receive check in 2-3 weeks. However, I just called them to ask where the check was. They said I owed them exactly $288.77 from 2012 and wouldn’t be getting my overpayment back. I have a $0 balance on my IRS account page and I actually received $3100 refund back in 2012. It took me over two years to pay my 2015 taxes on installments. At the time IRS refused to accept my paperwork during a mail audit. The expense and time to fight it wasn’t worth it to me. Looking back on it now I feel that my government has completely stolen from me. I wish I could understand why this has happened to me after years of struggle to try and “do the right thing”. What a joke and disappointment.
