1099-R Received for 2018 Over-Contribution

My wife over-contributed to her 401k in 2018 due to working for 2 related employers.  She had one plan but contributed under 2 FEINs.  We contacted Vanguard in December 2018 to resolve the issue.  They ended up cutting a refund check early in 2019 and we included it on our taxes.  They then came back in July with a second check due to a calculation error on their part.  I entered the 1099R into 2019 Turbo Tax.  Because it is distribution code P (Over-contribution in 2018), it says I need to file an amended return for 2018.  When I enter the form in 2018 amendment, code P shows as over contribution in 2017.  Doe anyone know if that really matters what the description is?
