Paper filing federal and state

I need to mail in my federal and state tax return but I want to make sure I’m sending everything and nothing is missing and what order. 

So for FEDERAL is it:

1. W-2, 1099 WITH withholding. (If there isn’t withholding it doesn’t have to be attached correct?)

2. 1040

3. Schedule A, B, C....

 

Also, where does my Form 4852? Do I also include form 540?

 

STATE:

1.w-2, 1099 that have withholding, form 4859 or form FTB 3525????

2. 540NR

3. CA schedules

4. Attach a copy of your federal return
