In a like kind exchange, you have to be exchanging one business property for another.
I'm a little bit curious as to why you say the other party was paid in cash. If you sold property and then purchased other property, that is not an exchange.
If the transaction involved real estate, it must handled by an intermediary. That individual would be responsible to secure the social security number of the related party.
If you cannot get the number, then you will have to mail your return in and hope the IRS doesn't come back to you later and request it.
