If you know of anyone (a relative) who might have used your child's Social Security number, you should ask them to amend their return to remove your child (unless they are actually better entitled to claiming your child than you are).
But this is likely a case of Identity Theft.
First, you will have to file your return by mail. You will be unable to e-file your return, until you get an Identify Pin, which won;t happen until next year (and you have to apply for it).
Next, please read the IRS' advice on what to do about Identity Theft.
Do the steps that the IRS lists under "Take Action if you are a Victim" and "Tax-related Identity Theft". This will involve adding an extra form to your return. Be sure to call the IRS and report this (as noted).
Thieves like to target children's identities because they can get away with using the identities for a longer period of time. You have to care for your children's private information as much as you care for your own.
