Yes, you can skip sections and come back to them later. However, be sure to complete the federal section (including your 1099-int) before moving onto the states. To get back to the interest section, follow the below steps:

Login and click 'Take me to my return'
- Select
the 'Federal Taxes' tab
and then click the 'Wages & Income' tab
below it
- If you
have the blue button 'Check for more income' click
it and then click 'Skip to see all income'
- Scroll
down to 'Interest and Dividends' and click
the blue hyperlink 'Show more'
- Click 'Start' or 'Update/Revisit' next
to 'Interest on 1099-INT'
- Answer through the questions and you'll be able to enter form
