Can I claim my elderly mom as a dependent and hoh if I pay rent and food for the both of us and her only source of income is social security?

I share a house with my sister and her family. Her and her husband file a joint return for them and their sons. Can I still claim hoh if I pay for rent and food for the both of us. I also pay for all her medical expenses.
