I'm still confused about whether I could submit my taxes without any of the forms.
Including the forms means getting held up in the Review process.
My workaround was to put in state info as a placeholder only, so if any body checks they will get a weird address:
123 Main St., Japan, California 12335
That made TurboTax happy and I was able to finish the review process and file.
Here's hoping it doesn't make the IRS unhappy.
