I have the same issue. I need to adjust my passive activity losses but the entry fields are missing. I am also using Turbo Tax Premier, all updates applied. I started at the property profile, and checked the box 'I have passive activity real estate losses from a prior year'. The next screen says 'Your passive loss carryover from 2018 is shown below', but it only shows the table headers, no numbers and no entry fields. There is only a checkbox below for Schedule D or Form 4797 (which works), but that does not apply for my case. This entry worked fine in last years TT version. Turbo Tax 2019 does not allow changing the form 8582 directly, so currently I'm stuck. Sorry, not really helpful for you, but at least you are not alone with this issue.
