In TurboTax Online go to Federal, and then:
- Income & Expenses
- Interest & Dividends
- 1099-OID, Foreign Accounts
- On the Miscellaneous Investment Income, check Form 1099-OID and proceed to the interview process.
- Answer "Yes" to "Any OID for 2019?"
- On the next page, click "I'll type it in myself."
- Then, you'll be able to enter the bond premium.
