Once the ITIN has been issued, you should be able to e-file your returns.
I am assuming that you filed the W7 last year with a 2018 tax return.
If you filed the W7 this year with a 2019 Tax return, there is no need to e-file the tax return, you filed when you sent the return to Austin TX. You may still have to file your state return, you will probably have to mail that return in as well.
