@abhijithhr , my pref. would be to file by mail , include the application for ITIN for the child ( I am assuming the child is on a dependent visa ) and probably wait to file the State. You can also file the State by mail and attach a copy of the federal filing -- that way they should be able to process your refund knowing that you have filed the federal ( and it is in the processing queue ).
