If you have a J-1 Visa you are not allowed to count the days toward the Substantial Presence Test to be designated as a resident alien for a period of two calendar years from the date you entered the U.S..
Even if you still are on a J-1 visa, but have been in the United States in 2017 and 2018, you can count the days in 2019. You are considered a resident alien for tax purposes for the 2019 tax year.
