We do not have that IRS tax number, but if you received a letter from the IRS about your missing 8962, then if a reply by fax is allowed, the fax number will be in the letter.
Alternatively, you can try calling the 800 number for the IRS (800-829-1040) or use this locator to find the nearest local IRS Service Center.
Note, the IRS probably does not need your 1095-A (they already have a copy); just send them the 8962 or whatever the letter asks for.
