We closed out my daughter's 529-plan 9/2019. She did not start college until 1/2020. Her mom is claiming her on taxes for 2019. Who needs to claim the 1099-Q?

Right now the majority of her 529-plan is sitting in a savings account as there is not enough to cover all of tuition so she is taking out loans, and covering the difference and books with it.
