There is no longer a penalty for not having qualifying health insurance, so there is not a need for a simple "Did you have health insurance all year?"
TurboTax has moved all healthcare questions to the subheading Medical under Deductions & Credits. This includes questions about form 1095-A and the Affordable Care Act.
If you do have a 1095-A, then you need to enter it, because you need to reconcile the Premium Tax Credit on the form 8896 (which TurboTax will generate from the 1095-A).
