If court ordered then he could be held in contempt of court if he refuses to sign it.

 

(This assumes that the child physically lived with *him* and not you.  If the child lived with *you* then the 8332 does not apply at all.   The 8332 is only to release the child's dependent  to the parent who did *not* live with the child more than half the year).
