Can't efile, can't remove PR-141 from taxes. Have deleted state and restarted multiple times, won't allow me to remove PR-141 and efile.

Can't efile, can't remove PR-141 from taxes. Have deleted state and restarted multiple times, won't allow me to remove PR-141 and efile.
I do not want to include PR-141 but I do not have an option to remove it.
