I have a friend who has committed tax evasion and has not filed taxes in 7 years. Also during those years he was claiming 9 on his w4 to avoid paying taxes. Will the irs allow him to apply for a hardship? I know a year ago they were about to garnish him and I know he hasn’t paid. He owes about $70,000.
