Can I claim my dependent care costs if the nanny isn't claiming the income on her taxes? is its less than the required income amount to claim.

My Cousin watched my daughter for roughly 6 months in 2016.  The amount of money she made is less than the required income amount that she would have to claim it.  Can I still claim the dependent care costs that I paid her? I also don't have her SSN.
