Once again, because someone did not adjust their withholdings they owe money. The irs always recommends to adjust ESPECIALLY when their in a change in tax laws. People didn't do this and then get mad that they owe but in reality the only person to be mad at is yourself. At least this person was aware that it was due to them not adjusting.
