Medi-Cal - I'm a full time contractor - need to report income

I'm in business for myself - I work as a contractor/consultant.   Medi-Cal needs me to report income.    Should I report the gross income (all money from 1099) or should I deduct expenses.   I have a lot of expenses associated with this business - most of it on software (about $10,000), but there is also advertising, the cost of my office, and all that stuff - the list is pretty long. 

 

Normally, around March I use TurboTax to make all those calculations for me.  But, I need to renew Medi-Cal soon (in a week or so) - by December 2019 sometime.    

 

I believe I started with Covered CA - last year - they pushed me to Medi-Cal because my income was near zero at the time.
