New for 2018, the Form 1040 pages 1 and 2 print on the same side of the paper. Each is only 1/2 page long so they print on the same side of the paper. The signature section is in the middle of the page, and "Page 2" is just below that. You should see a label "Page 2" in the right margin about halfway down.
Or are you saying the bottom half of that first page is blank?
