You are not being charged for filing your return. You are being charged for preparing your return with the Deluxe version which is not free. Only the Free edition is free. There is no extra fee for e-filing your return. When you use a paid version of Turbotax, the price is the same whether you e-file or choose to print out your return, put it in an envelope, and mail it to the IRS.
