It says:
How do I get the child and dependent care credit?
- The person receiving the care was age 12 or under or qualified as mentally or physically disabled.
but - IRS Publication 503, Child and Dependent Care Expenses says:
You may be able to claim the credit if you pay someone to care for your dependent who is under age 13
