IRS has 2016 qtrly paymnts ($5000) but no return - somehow my T-tax never got sent (?) just bought the disk, but it won't load - tries to get me to work on 2018.

we had id theft during that time and IRS assigned special 6 digit #s for us (5 digit spaces on returns) they claim they never received a return from us, but have the money.  ?
