Can I claim an unrelated child as a dependent

This child is 17, she is the daughter of my wife's, uncle's ex-girlfriend.  She has been part of our family for nearly 10 years.  She initially left home March/April 2019 and began to live with my sister-in-law.   This August 2019 she moved in with my wife and I due to Child Protective Services asking to interview my 11yr old niece and 4yr old nephew during routine visits which nobody was comfortable with.  We are providing full support for her as if she was our own child. 

 

I would like to add her to our insurance, we meet the requirements according to our benefits administrator, however, the form to submit the change asks if I am able to claim the child as a exemption for federal tax purposes.  I'm confident her mother is going to claim her this year but assuming she didn't am I able to claim her?
