When a California State Refund is less than the total refund on Turbo Tax, this is typically due to the fact that there are unpaid DMV fees, unpaid Child Support or something of that nature. A good number to call to reach the Franchise Tax Board is [phone number removed]. To often, they do not send a letter of explanation.
