Just want to tell the Community how much your input helped! Had the same issue of rejected return due to Form 2210 although there was zero penalty and a significant over payment. After several hours of reading and attempting your suggestions, changing last year's tax liability to zero caused Form 2210 to disappear. Return was accepted quickly.
