It is possible to get a refund and still have underpaid. This is why: the IRS goes by quarters so if you pay the same exact amount of taxes every month but your income
fluctuates every month, it's possible in some months to not pay enough taxes and other months to pay too many taxes. Result: underpayment penalty (based on the underpaid quarters).
