My return was finally accepted by the IRS (TT version = Mac, Premier). What worked for me, was to go back to the Step-by-Step Penalty Section. As per Cameron.Jones above, you must put 0 in the 2017 tax liability and not just delete the value. If its simply blank, a Form 2210 will be generated. With it explicitly set to 0, TurboTax says "Never mind", gets rid of the 2210, and your return will be accepted.
