Page 7 of the Kansas tax instruction booklet says this: The amount of income tax paid to another state includes tax paid to that state and to any political subdivision. https://www.ksrevenue.org/pdf/ip17.pdf
In TurboTax, it's important to complete your non-resident state return before you complete your home state return, so that the credits flow properly.
Therefore I think you should total the two taxes together.
