A single mom with 2 kids, filing HOH. Using the 2018 numbers that means your first $18,350 of earned income is tax free.
Now 10 would probably be right for you if (and only if) both of your children will be under the age of 17 on Dec 31, 2019. So if one of the kids will turn 17 before the end of the year, you don't get that credit for the child that will "NOT" be "UNDER" the age of 17 on Dec 31 of 2019.
Now if I assume both of your kids will be under the age of 17 on Dec 31 2019, I come up with 11 on the W-4 based on what I know about your situation, assuming you expect to earn less than $71K in 2019. So if you're getting 10 I assume you did not enter a "1" in box D of the worksheet.
Pay attention to detail for box D. Is says "enter 1 if you are single". It does not say to enter 1 if you are "filing" as single.
