My Ar state return cannot be completed because of Form AR1000F that stated it would be available today now its stated 01/27. Why?

It also states my refund is $113 instead of the full $680 I should receive but I don't owe any previous taxes. Why does the date keep moving for the last form I need to file my Ar state taxes.
