If your return shows that you owe $1 in IL income tax, you will have to pay it.
TurboTax has no control over your Federal refund except in limited circumstances. You can tell us to deduct your TurboTax fees from the refund, or apply it to your next year's taxes, but not to pay any other tax liability.
