The "Inc Alloc Wks (Wisconsin)" is an Income Allocation Worksheet for calculating how much of your 2017 income was earned while you lived in Wisconsin.
If you changed your state of residence during the year and earned money in more than one state, you may have to file more than one state return ("part-year" resident or "non-resident" returns).
Since each state starts with your total federal income in calculating their portion of state tax, they have you complete an income allocation worksheet to figure out how much you earned in their state.
They can also ask you to allocate federal deductions or credits between the states where you lived. An example of this would be student loan interest; on a state tax return, you should only be able to deduct the student loan interest you paid while you were a resident of that state.
