If you were insured for all of 2017, then you will not be fined on your 2017 tax return. Each year is independent of the last.
If you did not file a 2016 tax return you may want to do so, if you think you have an amount due so you do not continue to accrue interest and penalties. If you had no filing requirement or were due a refund, the penalties and interest would not apply.
