How to handle "State and Local Tax Refunds" in TurboTax 2017 when I owed and paid taxes in 2016?

I owed and paid state taxes through TurboTax Premier 2016.

This year, do I need to do anything with "State and Local Tax Refunds" in TurboTax Premier 2017?
