You will need to visit the Health Insurance topic in the Federal Taxes section and indicate if you had partial or no health insurance coverage for the year. On the next screen you can indicate any exemptions you received, including an ECN certificate (this page will not be shown if you indicate you had heath insurance coverage for the entire year).
You will then need to provide the certificate number and the months that it exempts you from health insurance coverage.
