I accidentally had too much tax withheld this year. The amount withheld to date exceeds my expected tax liability for 2017. I stopped all further withholding, but is there any way to get back the excess, or use it to pay my 2016 taxes, or do I have to let the IRS hold my money until I file my 2017 taxes next year?
