Yes, someone being claimed as a dependent can still file their own tax return to report their income. The dependent will need to answer the question in the Personal Info section that they are being claimed by someone else.
They won't get to take their personal exemption because someone took it as a dependency deduction. However, the dependent will still get their standard deduction, which is typically $6,300 for a single taxpayer.
