Where are you asked to pay under step 2 of File tab? Do you have balance due, if yes then you will be asked to pay that amount and provide bank details at Step 2 of filing.
Step 2 under File tab is all about how you want to pay(if you have balance due) or get refund(if you have refund) from IRS.
