No one, technically. 1095-B forms are not entered on tax returns. The parent claiming the child as a dependent will indicate that he had insurance all year. However, data is only entered for Marketplace-equivalent forms.
Only 1095-A forms require input. The 1095-B is proof of insurance. The parent claiming the child as a dependent should retain the form, but it won't be typed in.
