TurboTax Home & Business can help you prepare W-2s and 1099s, but it won't help you manage your payroll. When starting a new return, you will see two options, one is to "start a new individual tax return" and the other is "prepare w-2s and 1099s for my employees or contractors."
If you've already started your return, you can use the search box at the top right of the software. Just type w-2 and you will see a drop down list, from there, click w-2 for employee, prepare. The first result should say "Jump to w-2 for employee prepare" and it will walk you through the process.
