Moved to USA on 03/16 missed 2016 ACA enrollment. Can we mark option [x] Marketplace plans too expensive since our income was $26K/y?

We immigrated to the US on 03/16 and missed the 2016 ACA enrollment.

The plans at the marketplace all had monthly premiums of at least $1000.

When filling up the Healty Care portion of the tax return we see a few options to justify not having had healthcare on 2016. One of the options is

[x] Marketplace plans too expensive with tooltip explanation of (cost > 8% of household income considered too expensive) .

We qualify on that category since our yearly income was ~ $26,000.

Can we safely select this option and pick all months where "healthcare was too expensive", even the months we didn't live in the country? (if we leave these months unselected we are asked to pay for pro-rate penalty for them).
