Box 18 has 2 rows, both have total wages, and box 19 has different values. Should each entry be a fraction of wages that add up to total wages?

With each of the two entries in box 18 showing total wages I am worried that it will look like my wages were double what they actually were and that I will end up paying double on local taxes.  Should each entry in box 18 show total wages or a fraction of total wages that add up to total wages?
