You'll need to phone TurboTax Support and ask them for the download.
Your Premier will include a state program that you can download from inside the program after you install the program. Start your Federal return first, then click in the top menubar on ONLINE, and in the dropdown choose "Download State."
Use the form at this link to be assigned a phone number. The number will not display when they are closed. This time of year Customer Support is open 5AM-9PM Pacific (8AM-12 Midnight Eastern) 7 days/week.
